A soon as prohibition was established, brewers tried to find ways round the law. They had not expected the half percent limit and looked to the medical profession for help. This was the best they could come up with, 2% ABV and with 12% solids. I’m not surprised only a wineglassful was recommended, it must have been like cough medicine. The Government issued the H permit to denote the brewer was entitled to brew it. The focus of control was on the wording on the label. No outlandish health benefit claims were allowed.
